Where to Apply: Official Nail Tech License Application Sites by State
You completed your training hours, but applying for a nail tech license isn't done at school — it's done through your state board's online portal. Each state runs its own system, and using the wrong site (or a third-party paid service that just relays your application) can delay you by weeks. This guide is the verified short list.
Texas (TDLR) — Manicurist License
Apply at: tdlr.texas.gov / cosmetology — TDLR's official Cosmetology page. Online application is the fastest route.
Schedule the exam at: psiexams.com after TDLR approves your application. PSI runs all Texas cosmetology exams (written + practical) for TDLR.
- Application fee: $50 (subject to change — verify on TDLR site)
- Required: proof of 600 hours at a TDLR-licensed nail school, government photo ID, completed application, fee
- Timeline: TDLR review typically takes 2–4 weeks; once approved you receive an email with PSI scheduling instructions
- Tip: double-check that your school's hours are reported to TDLR before you apply — if hours haven't posted you'll get a delay
California (BBC) — Manicurist License
Apply at: barbercosmo.ca.gov — California Board of Barbering and Cosmetology. Look for the Manicurist application under "Apply for a License".
Schedule the exam at: psiexams.com. PSI runs the California written exam for the BBC.
- Training: 400 hours at a BBC-approved school
- Practical exam: California abolished the practical in 2022 (SB 803). Written-only since.
- Written exam: 60 scored questions + 10 unscored pretest, 90 minutes, 75% to pass (45 of 60)
- Cancellation rule: cancel at least 2 days before your scheduled date or you forfeit the fee — no voicemail cancellations
- Reasonable accommodations: submit the Request form WITH your BBC license application; BBC + PSI must approve before you can schedule the exam
New York (NYS DOS) — Nail Specialty License
Apply at: dos.ny.gov / nail-specialty — New York State Department of State, Division of Licensing Services. Online application via the Appearance Enhancement / Barber License System is encouraged for faster turnaround.
Schedule the exam through: your DOS online account at my.ny.gov after your application is approved. NY DOS runs the exam directly — there is no third-party vendor like PSI.
- Training: 250 hours at a NYSED-approved school (less than TX or CA)
- Required course: NYS-education applicants must complete a 1-hour Domestic Violence and Sexual Assault Awareness course before submitting the application — effective June 17, 2020. Free online via the DOS website.
- Health certification: physician/PA/NP must sign within 30 days of submitting the application
- Application fee: $40 (or $50 if you also want a 6-month temporary license)
- Exam fees: $15 written + $15 practical (paid when scheduling each)
- Practical exam: required separately. Mannequin hand only — live models prohibited. ~1h 45m, six tasks: workspace prep / basic manicure / tip + shaping / wrap / acrylic / polish + cleanup.
- Written exam: 150 minutes (2.5 hours), result reported PASS / FAIL only (no numerical score), passing result valid for 5 years
- Reciprocity: NY does NOT have automatic reciprocity. Check the DOS endorsement list — a license from a listed jurisdiction can transfer without a new exam if you submit an original certification dated within 6 months.
- Translations: the written exam is offered in 12 languages including Korean, Chinese, Spanish, Vietnamese
Watch out for these common application mistakes
- Paying a third party. Several look-alike sites charge a "service fee" to forward your application — they have no advantage, and using them can delay you. Apply directly on the official state portal.
- Submitting before your school posts hours. Your application sits in limbo until the school's electronic record reaches the board. Confirm hours are posted first.
- Health certification expired. NY's 30-day window is strict. If you wait too long after the physician's signature, you'll need a new certification.
- Name mismatch with your photo ID. All three states will refuse you at the testing center if your application name doesn't exactly match your government photo ID — including hyphens, suffixes, and order.
- No-shows and late arrivals. All three states forfeit the exam fee if you miss the appointment, arrive late, or fail to bring proper ID. Plan to arrive 30 minutes early.
After your application is approved
You'll receive an email with exam scheduling instructions. From here:
- Schedule the exam. Pick a date, location, and (in NY) a language. Pay the scheduling fee.
- Confirm what to bring. All three states require unexpired government photo ID; NY's practical also requires you to bring your own mannequin hand and supply kit.
